Both Outlook 2000 and Outlook 2003 have a Junk E-mail filter. But only Outlook 2003's Junk E-mail filter is a true Bayesian spam filter. Outlook 2000's is simply a set of rules. So the best practice would be to either use Outlook 2003's Junk E-mail filter or a third-party spam filter that supports the version of mail client you are using.

There are a couple of important notes about the Junk E-mail filter. First, Outlook 2003 must be running in cache mode in order to support it. Second, Outlook Web Access 2003 supports the Junk E-mail filter.
