How can I import distribution lists from Exchange 5.5 organization A, which is in a Windows NT 4 domain, to Exchange 2000 organization B, in a Windows 2000 Active Directory (AD) domain?

The Active Directory Migration Tool from Microsoft will do what you want. It includes multiple tools for moving NT Groups into AD including a Group Mapping and Merging Wizard. You can take a test drive here. You can download it here.
