The process of moving public folders from one Exchange server to another is called "rehoming." It involves the creation of a replica of the public folders on the target destination server, waiting for replication to complete and then removing the replica from the original source server. The process for doing this in Exchange 2000 is documented in Microsoft Knowledge Base article 288150, How to rehome public folders in Exchange 2000.
