How can I configure Exchange Server 2003 Standard Edition to allow a group of users to send email both internally and externally from the Exchange organization, and also allow a second group to only send email internally?

This question is asked quite often. While there are many possible options, the best solution is discussed in the Microsoft article, "How to selectively prevent users from sending or receiving Internet email in Exchange Server 2003 or in Exchange 2000 Server."

I would suggest using a custom attribute (Extension Attribute ##) rather than the recommended "Description field" to define the filter for the recipient policy.
