First, delete cookies, history and temp files. Then check to see if the pop-up blocker is turned on. If it is, turn it off. Add the OWA address to the allowed sites under settings for the pop-up blocker and test. Is the Windows Firewall turned on? Check for spamware as well. If the user is still experiencing problems, you should try closing any running applications and retest.
