Is it possible to create a dynamic distribution list based on values in a SQL Server table using Exchange 2003? How would you automate management of an ever-changing group of contacts whom you'd like to email as a group occasionally?

No, this is not possible with Exchange Server. I recommend you have a look at Microsoft Identity Integration Server.
