I need to get a public folder permissions list for all of my folder tree. Is there a tool to do this?

Try using the Propagation Tool that is now integrated into Exchange System Manager. If you need a little more oomph, try out PFAdmin, PFDAVAdmin, or PFInfo available at the Microsoft PSS Tools FTP Site.
