Try removing all permissions and re-adding the calendar permissions for this user, specifically the checkbox "folder visible." Also, check the Client Permissions and Directory Rights in Exchange System Manager for the calendar folder under public folders.

A related problem is that some users, when trying to view a public folder calendar, get a message about cannot view recurring appointment info, whereas others can view and add to these appointments just fine. The solution offered is not great -- i.e., change the recurring appointment -- because all the "exceptions" in the recurring appointment "occurrences" are deleted. This is a design issue that seemingly cannot be avoided. This means all notes about past or future calendar appointments are deleted when one changes anything about the series. Are there other solutions to the error message about recurring appointments?
