Is it possible to set up Out Of Office for users from the server side without having to set up a profile, etc.?

I'm unaware of any built-in Exchange server functionality that enables you to do this. It may be possible to automate sending OOF from a dedicated client (with a profile) scripting or on the server with Collaborative Data Objects (CDO), Exchange 2000 and below.

I'm not sure what the asker means by "without a profile, etc.," but Out of Office can be set up through Outlook Web Access on the Exchange server.

It is possible to do this via Outlook Web Access, which does not require either Outlook or profiles?

We do it via OWA client, which saves us from having to set up a profile.
