There's a great Microsoft Knowledge Base article that addresses this in depth. See "How to troubleshoot the RPC Cancel Request dialog box in Outlook 2003 or in Outlook 2002". Basically, there are a number of factors that can cause the "Outlook is trying to retrieve data from the Microsoft Exchange Server" popup message that you're using. In an Exchange 5.5 environment, these include:
- users accessing a Public Folder in another site
- users opening or checking free/busy time for meetings with many attendees
- users without a local Global Catalog server
- users in locations with limited available network bandwidth to the Exchange server(s)
My suspicion is that your timeouts are set to 30 seconds, which may simply be too short for the users who are experiencing frequent popups. You may want to try increasing the timeout associated with the popup message on the machines experiencing frequent popups to something like 120 seconds. To do this for either Outlook 2002 or Outlook 2003, follow the steps in Microsoft Knowledge Base Article 293650 "How to change the Cancel Request dialog box behavior in Outlook 2002" to change the CancelRPC TimeToShowCancelDialog value. Remember that there are a thousand milliseconds in a second, which translates to 60,000 milliseconds in a minute.
