I'm upset with mail spoofing coming from outside posing as my manager using the internal e-mail address. How I can stop e-mail spoofing for my Exchange 2000 system? In other words, users from the outside are sending stuff using my address, i.e. myname@mycompany.com.

The best defense against spoofing is to use messaging security features such as digital signatures and S/MIME encryption. Both of these things work together to protect the contents of a message and to verify its authenticity. As for external e-mail where someone is simply using one of your organization's SMTP addresses as their fake FROM address, you may need to invest in third-party software that can help you stop these bogus messages.
