Troubleshoot mail flow issues after Exchange 2003 upgrade

I am in the process of upgrading from Exchange 2000 Server to Exchange Server 2003. I have upgraded all my front-end servers and have installed the new Exchange 2003 server into the existing site. However, I do not receive any inbound SMTP messages on the new Exchange 2003 server. The messages remain in the SMTP queue. How do I resolve this issue?

You should check out the Microsoft Exchange Troubleshooting Assistant. The tool executes a set of troubleshooting steps to identify the root cause of performance, mail flow and database mounting issues.

Once you select Mail Flow Troubleshooter, you will see the following page (figure 2) which lists various symptoms. You will notice one option that matches your original question:

If you Next through a couple more pages of environment specific data, you should be able to identify the mail flow issues in your environment.
