You can use the LDIFDE/CSVDE utilities to bulk modify Active Directory objects. Alternatively, you can script the process.

Concerning the bulk update of Active Directory users, and in particular their properties in Exchange, I suggest using ADmodify. A GUI for LDAP modifications, ADmodify is recognized by Microsoft as a tool to send LDAP queries to Active Directory in Windows 2000 and above. I have used it many times, even in a disaster recovery project. For the record, this tool needs .NET Framework 2.0 to work.
