Migrating Exchange 2000 to new hardware

I want to install a new Windows 2000 server on new hardware with Exchange 2003 Enterprise Edition on it. I would also like to migrate my old Windows 2000 server with Exchange 2000 to this new box. What is the best way to do that?
I recommend you set up the Windows 2000 server and Exchange 2003 on the new server, then migrate the accounts to the new server. You will need a tree party software to help you transfer groups and accounts.
