Enabling a password change page for the OWA client

How do I enable the password change page for the OWA client (Outlook Web Access)? We have a number of remote users

who access their Exchange account via OWA. We also have a mandatory password change that could work if the OWA password web page would properly function.

You didn't say what version of OWA but regardless you have your work cut out for you. First, you need to have Secure Sockets Layer (SSL) installed on your OWA server. This article will tell you how to do that: http://support.microsoft.com/support/kb/articles/q234/0/22.asp.
