Is it possible to prevent an Exchange client from being able to send an e-mail to a certain group? Specifically the Everyone group? We are on Exchange 5.5.

Yes this is possible. In Exchange 5.5 Administrator, view the properties of the Everyone Distribution List and switch to the Delivery Restrictions tab. Use the Accept Messages From and Reject Messages From list boxes to set who can and cannot send to this group. In your case I'm presuming that there is only a small subset of your user population allowed to send to Everyone, so you're probably best off setting the Accept Messages From to the specific list of allowed senders.
