Customizing Exchange 2000 OWA logon page

How can the Exchange 2000 version of OWA be customized to provide a logon page (with a disclaimer, etc.) so it looks something like Exchange 2003's OWA? It's OK with me to create a separate site to do this. Also, I am using ISA FP1 for Internet to OWA access, so use of ISA's authentication delegation is a possibility here. I am aware that PSS cannot provide support for any customized changes to OWA.
If you go to Google and search for "Outlook Web Access Reborn" you'll find an article I wrote a while back for the now defunct "Exchange & Outlook Magazine" that talks about how to do this and what tools you need. The original article has been removed from the magazine's Web site; however, you can find a copy of it here.
