Can I create an Exchange Server distribution list with data from another source (a database or text file)?

The only way I know how to achieve this is to use native Microsoft technologies such as Microsoft Identity Integration Server (MIIS) 2003 . That may be overkill, however.

Depending on your requirements, it's possible that the Identity Integration Feature Pack 1a for Microsoft Windows Server Active Directory (what a name!) will meet your needs. Barring that, you'll want to search for third-party tools to achieve this. A few exist. Query your favorite search engine for: synchronize gal "external database."
